Well, this took a while to figure out, it actually turned out to be really simple.
Alright, the first noticeable difference is that the swat no longer are wearing balaclavas, this is because they are now a retextured version of the Merryweather operatives. They respond at 4 stars just like NOOSE (Swat) but now have two different models, short sleeved and long sleeved. There's a lot of variety that I can implement but I thought that the standard black jumpsuits would suffice for now.
Please Note:
The NOOSE at 4 stars will not spawn with helmets, if anyone has any clue as to how I could go about fixing this or if you know of better headgear for the swat, then please leave a comment.
Installing:
Forewarning: As always I'm not responsible for any problems you may have with this mod, Accidentally deleting the wrong files, computer exploding.etc
Always backup your files so you don't have to do the whole "Verify your game cache" jazz for 8 years.
Open up Open IV and navigate down to:
x64e.rpf/models/cdimages/componentpeds_s_m_y.rpf.
Once you are here move the files from the WinRAR.etc to the folder you are in, It should do it automatically.
Then Bam, enjoy! remember to leave a comment and a like if you feel the mod was good.

That's great, can you do the same but instead with the Night-Vision goggle operators from the Heists update?

@radicalradish yeah I know, Its kinda odd, Half are Asian and half are normal Caucasian. The images are just mostly of the Asian model, I think it's because they're the default for the cutscene or something?
@radicalradish If there is a way to do it, I don't know it yet, I'll try and ask some other modders at some point. I admit, a bit more diversity would be better.
OpenFormats isn't even out yet for V and the fact that you did this before it comes out make it awesome. Good job, man. Been wanting new heads for NOOSE guys for a while. It's a bit IV esque now, which is great considering the variety. Maybe someday someone might port the NOOSE helmet variants from IV, I thought they were cool.
Finally, some NOOSE retextures that look great! I won't be installing yet, but as things are smoothed out, this'll be a must for me.
Why are all the SWATs Asians? LOL, make some variation such as black, hispanic, white, etc. good job anyways!

Right Lads and Ladettes, I have no clue how life works. Help plz. If anyone knows how to alter actual models and not just textures, please help me. Any help will be of course credited.
@Marshal In GTA IV, OpenIV had something called OpenFormats, allowing you to alter ped heads and even import heads from other peds quite easily. As far as I'm concerned, OpenIV for V still doesn't have it. Who knows if they might be working at it. I used OpenFormats to add more diversity to the cop peds in GTA IV.
You should add balaclavas and goggles as accessories, maybe even night vision goggles like another commenter suggested.
