There is a message board in the rear of the car, to activate it use a trainer to activate either extra 11 or extra 12
Extra 11 - POLICE
Extra 12 - SLOW
Up to you what you put on and it can also be edited with changing what it says on the texture if you know how to do it.
Installation
For the ELS File place the g31t.xml in :
Grand Theft Auto V/ELS/pack-default
For the Car Installation Place the fx5 folder in :
C:/Grand Theft Auto V/mods/update/x64/dlcpacks/
Then go to :
C:/Grand Theft Auto V/mods/update/update.rpf/common/data/
Find the File that is called "dlclist.xml" and then drag it out, open it and add the line at the bottom :
dlcpacks:/fx5/
Then go into game and open your trainer, then enter the spawn name " g31t " then there you go.

Great, just two things, the window breaking is not the same as vanilla cars, its worse, and the headlights don't work, they don't shine any light.
