I see all the locations marked but simply pressing e does nothing also with controller nothing happens, when i pull out my gun and fire inside i get a wanted level must rate with 1 star since it doesnt work

When I kill somepeople ina gang war it doesnt count it, it only counts the npc kills any way of fixing this?
