Most GTA V map mods are placed far out to the ocean, next to San Andreas. However, if you want to do a Total Conversion mod, you'll need an empty map. Here it is.
This mod removes San Andreas from the game, so you'll get a nice, empty map. Now you can place your map anywhere you want.
NOTE, this mod requires you to override the original storyline script first. You can use GTAVOverride by Konijima, or Your Own Storyline (YOS) by me.
This mod may not be compatible with mods, that stick to the original storyline or original map.
The props definitions are kept turned on, so you can use the original props in your custom map.
Also, North Yankton is still available, because the original script tries to load it, before they can be killed.

1.0c: re-enabled and modified some original DLCs (however, one is still disabled!)
1.0d: map fixes, map tutorial, "water fog" neutralized, far LOD of San Andreas removed

1.0f: fixed DLC map overrides - now uses a custom Map Disabler. Thanks to @MrVicho13
1.0g: fixed some stray collisions that remained active.
1.0h: GTA V 1.0.1868.0 version. Shadow & rain issues solved. Deactivated some map overrides.
If your game crashed, revert to the older version!

@SBM_1302 Hi. As stated in a previous comment, you need to edit the original (vanilla) "update/update.rpf/common/data/levels/gta5/images.meta" to delete only the non-LS parts. Manually look through the entries, it's an XML file.
About farlods: export the YDD with OpenIV to openFormats, then remove any entries from the descriptor file, you don't need; and if you have low-resoultion models, then add them to the list the same way. The entries are located between curly braces {} . And after, drag the descriptor file back to OpenIV, so it will only contain the entries you want to keep. The models have to be regular YDR files.

@Jupiter Kasparov Hello I downloaded GTA 5 today and I would like to fill the sea (empty) of the entire map starting with a beach and going to the city. How do I do that? Do you have limitations? have a teaching document? the map editor that I know it has a limit of 2000props will it still have if I use the Map editor? and how do I create a beach and roads, terrain? Sorry for the many questions i'm newbie in GTA V i come from GTA SAN ANDREAS

@iuricoelh Hi. I write a bit late.
MapEditor is not a serious map creation tool, it is just a props tool for small-scale scenes, just like Menyoo.
If you want a real new map, use CodeWalker, and OpenIV. You'll need to make a DLC map. There are tutorials about setting up a DLC pack and DLC map.
Do not forget to use a mission script override mod to kill the scripts (you can use either 'Your Own Storyline' or 'GTAV Override').
You will need specific 3DS max plugins to convert your 3D models to GTA V models. There's a tutorial about this too.On the other hand, if you plan to keep some parts of the original map, edit the "update/update.rpf/common/data/levels/gta5/images.meta" form the original game.

It works fine on 2060.1 for me. I'm just wondering if it's possible to enable maybe a part of the map instead of disbaling the whole thing with this?
An example would be maybe just Los Santos, but without Blaine County or any rural area.
Also how do you expand how far the pause map can go?

@SylveticHearts Hello. I'm a bit late. Yes, it's possible to disable just parts of it. You need to edit the 'images.meta' file. In is an XML. Just copy it from vanilla, and remove the entries you don't need.

I mean, I want to make an extension to San Andreas featuring 2 entirely new landmasses if that's even do-able. The issue is, the pause menu map is confined to southern san andreas.
For example, if you scroll all the way up to the top of the pause menu map, at some point it stops scrolling, and I want to extend it so it can show more land.
An example is at -2525.658, 7540.564, 0, that is where the pause menu map will not display anything past that point, but... my goal is to put something here at 91045.113, 15892.129, 0.

@SylveticHearts I'm still too late, sorry for that. I'm modding another game now. But I can help you.
I was doing some research while first making this empty map mod, but I could not find, where the exact pause menu map coordinate limits are defined. The menu system uses Scaleforrm movies, which is GFX flash ... well ... with a rather strange structure. The menu system also uses XML files, but they're mostly layouts' informations.The limit coordinates I've found are based on an unicolor map (eg. pink), plus using a ShowCoords script, then flying out and manually writing down the coordinates, while looking at the map.
The first 'example' should show up ok. It is within the limits. The second example is totally outside the bounds.
Do not forget about the 'minimap.rpf', it may interfere with your radar map, if not disabled.

I installed all things correctly, but the game won’t load, it does not crash on startup, it just load forever. I created a new mod folder to install all files of this mod

From now, you don't have to disable or edit all DLCs to disable map overrides.
Use the included map disabler.
* The package contains a script by @MrVicho13 - use this if you aren't using YOS
* The package contains an updated North Yankton data file, to be used if you're using YOS
REMEMBER to include your DLC map in DLC list if you're doing a DLC map.
